Although an Initial Decisions document from UKRI set out the high-level framework for REF 2028, there remained a number of matters on which further consultation and work was needed.

Higher education institutions and other groups and organisations with an interest in the conduct, quality, funding or use of research were invited to provide their views on a number of specific areas.
