A level changes risk creating a two-tier system

Commenting on Education Secretary, Michael Gove’s proposals for A-Level reforms, Pam Tatlow, Chief Executive of the university think-tank, million+ said:

“These proposals risk creating a two-tier A-level system which will complicate university admissions and reduce opportunities for students.”
